Not sure why announcing early would be a big advantage.

Announcing later does two things.

1) Gives OU and UT time to look around for best option with more time and information (Conference A might look great today, but in 5 years, maybe not.)

2) If prevents retaliation (and at least hurt feelings) until necessary.
