Have to agree with Zip on this. The thread deals with how an amendment is


passed/ratified. The simple answer is, when Congress won't act, the states can call for a Constitutional Convention to propose amendments.

The dangerous thing about going that route is the Convention can vote to scrap the existing Constitution altogether and write a brand new one, and if 3/4 of the states ratify it, the Founders' Constitution is dumped and the new one takes over.

Unlikely that would ever happen, but the bottom line is, in a Constitutional Convention, EVERYTHING is on the table. They could write an amendment for term limits. They could re-write the 1st and 2nd Amendments. They could propose wholesale changes. Again, ratification requires 3/4 of the states, but it could challenge all sorts of points in the Constitution.
