Did the founders not have such changes in mind when they wrote Article V?


If they thought such a change was inarguable and on its face wrong, then why didn't they write Article V to exclude it?

You can argue that it was a bad change (as you did in regards to unfunded mandates), but the thoughts of Congress and State Legislatures in 1912 are as valid as, and more so per the Constitution than, the thoughts of the founding fathers in 1780's.

The present is how it is supposed to be; though perhaps it is not as it should be.
