Mail Question

in laws mailed cards for the kids recently. Mail man dropped them off yesterday.

He said that to be able to give the mail to my wife, she had to pay him because the postage was short. Seems really weird to me. Why wouldn't they have sent it back to the original sender if it was short postage?

Ever happened to anyone else? any disgruntled postal workers here that care to comment?
