...the city to build it. You need to follow the local building codes.

Would buy a book on building decks/stairs, and study it. Then look for videos on youtube. Should be something you can do yourself. If you have a friend who's done it before, maybe they can help coach you through the process.

Just thought of a great business idea: project mentors. Anyone who wants to run with that idea - go for it! I give my full release to the concept.
