Update: I think I found a guy who can do it.

After doing some more Google searching, I found Stan's Shoe Repair in downtown Richmond. Since I am already working near there, I decided to check out his shop this morning. What a neat place. He is tucked in a tiny space in the basement of the apartment building at the corner of 10th and Main, where the 7-11 is. Stan greeted me and looked at my boots and I could tell he was not thrilled at the prospect of taking on this repair, and he explained that to replace the worn-through welt at the toes, he would have to completely remove the steel toe inserts, stitch on new welts, and then re-install the steel toes. Nevertheless, he reluctantly threw out a cost to do it and said "it's going to take a while". I think he hoped I'd say "Thanks, but no thanks" - but I was willing to pay the price, which was about 1/3 of what the boots cost new. It's worth it to me to have a like-new pair of superior quality backup boots. I'll get much more useful life out of these than if I purchased a new pair of boots for that same amount of money.

So, hopefully in a few weeks he'll have them done. If anyone cares, I'll post an update when I get them back.

Thanks for everyone's input.
