It doesn't use much bandwidth, so the network admins don't notice/care. The big issue is computer power and electricity usage. Students that live on campus don't pay individual electric bills (and the universities generally can't track electricity usage per room), so it's not a bad deal for them. The other problem is all of the heat generated from the computers (not a terrible problem in the winter).
