not theft.

A 3/8" cable is better than I was picturing. You aren't getting through that with wire cutters (but you would with a bolt cutter...although even serious thieves likely don't carry those unless they know they need them).

The fire caulk might work better than you are giving it credit for. That is pretty good stuff. Not cheap, though.

Maybe another tactic...is this a safe you would need to get into, like, ever? Or is this for documents someone would only need if you died? If that is the case, then cut a hole in a wall, put it in there, and re-drywall/re-paint the opening.
