If most people would learn to adjust speed with the throttle (coast)...


...instead of with the brakes, and leave safe braking distance between vehicles, I swear I think most traffic jams could be avoided. Instead, everyone hugs the bumper in front of them and is constantly on and off the brakes. As you said, this creates a propagating effect that seems to magnify the closer you are to the back of the line.
