It isn't about the verbal, it's about organizing the grid.

So emergency personnel can find the general direction based on the numbering. if you're three blocks over (say 1100) and you need to get to 800 block, you know the general direction and distance to travel.

The fact that it's three digits simply means it's within ten blocks of the center of the system (zero hundred block). Most 911 landline calls have addresses shown automatically.
