Once a conference gets to 20 schools, then you basically have


a confederation or at least 2 "conferences" bonded by a conference name. Also, keep in mind that the NCAA bylaws would have to be changed (at least in football) in order to have a protected cross-division game or the schools would need to be willing to play 10 conference games (out of 12 regular season games):

NCAA bylaw 17.10.5.2.1(b):
Conference Championship Game. One conference championship game:
(1) Between division champions of a conference that is divided into two divisions (as equally balanced in number as possible) and conducts round-robin, regular-season competition in each
division; or
(2) Between the top two teams in the conference standings following full round-robin regular season competition among all members of the conference.

Good luck to convincing the ACC schools with SEC rivalries and Notre Dame to support playing 10 conference games. Most likely what would happen is each division would just play a round robin schedule (9 games) and no cross-division games. If 2 teams in opposite divisions wanted to play each other, then they would have to schedule it as an OOC game (see UNC vs. Wake OOC game). For VT that would mean 1 OOC game slot would be reserved for UVA in order to keep it an annual game. For UVA that would mean 2 OOC game slots would be reserved for VT and UNC. Realistically though the ACC would probably make sure UVA and UNC were in the same division since the "South's Oldest Rivalry" is currently the longest running rivalry game. The next closest is the SEC's "Deep South's Oldest Rivalry" (aka UGA vs. Auburn).

My point was that if the 2 divisions don't play enough games against each other then at some point they will decide to split to form their own conferences. The reason I reference the ECAC is because as of Spring 2018 the ECAC has 87 Division I members, 26 Division II members, and 107 Division III members.
