What drove interest in the NFL was Fantasy Football.

Something like that for College Football would drive interest. What it did to the NFL was got the fans to pay attention to all games, not just the games of their favorite team. That drove interest in the entire league.

Now there are so many more teams in College Football that you'd probably have to make it ACC Fantasy Football or SEC Fantasy Football. It's easier to study and learn players in a conference than to do it for all conferences.
