To me, the USGA tries to make the U.S. Open about the USGA.

The USGA's crazy course setup has less to do with "finding a champion" than the weather, which has less impact than just the randomness of which players just happen to be on their game that week. In my opinion, the USGA just needs to get out of the way and spare us all the BS about "creating a true test of golf" - as you said, that's the course architect's job. I don't believe for a minute that any golf course architect would intend for their course to consist of baked greens that play like a warehouse floor slab.

I believe the USGA's only job should be to present the best possible version of the course as the architect conceived it. The course design and the players' games will sort out who the champion will be.
