Using the Equity in Athletics link, I got the following data for the ACC for 2016. It is slightly different from the initial info in this post. Nevertheless, it shows an apples to apples comparison for the ACC plus Notre Dame.

Based on the results, it is not just a matter of how VT keeps up with the SEC and Big X schools. Virginia Tech is #12 of the 15 teams in the ACC . How can Virginia Tech compete with the top 3 teams (FSU, Clemson, Louisville) on the field as long as we are in the bottom of revenue? Even an increase in TV revenue would simply raise the level of funding across the board in the ACC.

There is one bright spot - at least we are in the Coastal division.
