That's true - one of the survivors who lost 9 family members said that

Here's an interview that she did with a Fox station from her hospital room. She said the Captain told them when they were on the water not to worry about the life vests. Link below at the 3:45 mark

She also said when they left the downtown station that the dispatcher said to "take them to the water first before the storm hits." If that's true, there's going to be a big check written.
