Higgins without the military background makes the show totally different.

The original Higgins and Magnum had a bond because they had both served their countries. Different eras, Higgins was British and fought in several wars, Magnum in Vietnam. But they had that common bond that came from serving. The new Higgins doesn't share that bond.
