So does that mean both Pitt and GT stink among the P5s?

I guess I am wondering if Rutgers perception is based solely on how they perform in the 2 revenue sports instead of how the entire athletic department performs which may indicate a completely different assessment. It is possible that Rutgers entire athletic department may be closer to "average" among the entire DI schools and "below average" for the P5s.

Regardless whether the pool is the entire DI or just the P5s, someone has to bring up the rear even if every team finishes the school year tied. Would that mean that School X's athletic program is perceived to be "great" and School Y's athletic program is perceived to be "horrible" because of how both athletic departments were perceived prior to the start of the season? Or would perceptions change for both schools based on the results which shows that both schools were tied at the end of the school year?
