Purdue has done that, in part, by simply admitting many more international


and out-of-state students. I'm sure some of the families of Indiana kids that have paid taxes for the past 18 years aren't happy about seeing their kids get rejected in favor of kids from California and China simply because the out-of-state and international students will pay more. Out-of-state student enrollment at Purdue is up 35% since 2013. Virginia caps out-of-state student enrollment, so VT could not do the same.

Additionally, they are keeping tuition costs constant, but how about quality? You can ask your faculty and staff to do more with less, but for how long?
