I understand, but how much of that is due to location?

If a cable, satellite, or even a streaming provider doesn't think that people living in certain time zones (i.e. Eastern and Central) have any interest (or minimal interest) in watching Pac-12 content, then having a partner may not change the Pac-12's situation. At least the partner's leverage could be reduced during the negotiations.

Even if the Pac-12 partnered up with CBS, ESPN, or Fox, the conference may not see an increase in broadcasts during prime time slots (3pm - 8pm....maybe 9pm) to get maximum exposure in the more populous time zones. There is a possibility (maybe even a good possibility) those time slots will continue to go to conferences located in the more populous time zones.
