Doubt I can provide any local insight.

I would highly encourage her to initially live with your MIL, at least until she finds suitable employment. Just make sure she understands she's a guest, and not to keep her grandmother up all night worrying about her as she parties with her friends...lol She's young, and that will be tough, but if she's getting free room & board...
