In this particular case, I do think they go hand and hand


For example, the US Men's National Team finished 3rd Place in the first World Cup (1930). However, even back then American football was probably more popular because Americans had the APFA/NFL to help peak their interest in the sport. Whereas, there really was no professional soccer league in the US at the time, so the sport was viewed more as an Olympic sport.

Personally, I think it is more effective if the pro and amateur leagues get the person interested in the sport and then go about educating that individual on how to play the sport than expecting the individual to first learn how to play the sport before becoming interested in it. So if a pro and/or amateur league is not structured properly to help foster growth, then it can easily stunt the growth of the sport.
