Thirty years ago I might have agreed. But I'm not sure changing a tire

is really a critical life skill anymore. Tires have gotten good enough, quite a few people may never have a flat. Many cars don't even give you a spare tire anymore.

I've had one flat tire in 33 years. And it turned out my jack was rusted solid so I had to call roadside assistance anyway.

I agree that the skills you need to be able to change a tire are pretty basic and a good litmus test. But the actual skill of changing a tire isn't all that useful anymore. I'd probably go with being able to change the oil in a car or maybe fix a leaky toilet as a more useful barometer of general, basic DIY skills.
