Yeah, he's vaping (smoking, drinking, etc.). Think back to what stupid things you did as a teenager.

If you really want to grab his attention, approach this from the lying perspective. Telling him you are disappointed in him lying to you about the vaping will be significantly more effective than telling him you are disappointed for simply vaping. Point out that you had confronted him multiple times finding the pods in his room and that you are loosing trust in your relationship with him. I suspect that if he is indeed the upstanding young man that you say he is, he will come clean about it and that's the point you have a Mano-e-Mano discussion about this. But he has to know it's the lying that's the big issue here.

I've told all my kid's that it's the lying after the behavior is discovered that is more hurtful to our relationship. If you get caught, don't lie, take your lumps and move on. If you lie about it, you are damaging your relationship and showing that it is not as important than whatever transgression they have perpetrated.
