There is likely some mistaken inputs state by state in the roll up. Dunno, haven't checked.

Assuming some data entry errors, that still doesn't make up for this amount of error.

This also assumes full implementation of social distancing, SIP type policies. I *think* 9(?) States have yet to impose SIP type constraints.
