There is a better goal than just "not overwhelming the hospitals".

Testing capability is continuing to grow. This means that any outbreaks will be identified and contained sooner. Yeah - it means some people need to go back into isolation, but it will be in much smaller groups. The vaccine is still the ultimate goal, but you'll have a lot less people getting sick (compared to developing herd immunity by infecting large numbers).

Adm Giroir mentioned yesterday they could increasing testing by pooling samples. So everyone at your workplace could provide a sample, those would all be pooled and tested at once. If negative, everything is OK and everyone keeps working. If positive, you test smaller groups and/or individuals. Another example he mentioned was testing the sewage discharge of a college dormitory, which would monitor the entire dorm as a group. Again, if a positive test comes up, more specific testing can be done in just that dorm.
