I can't speak for "the media" but the causes are different


For instance, opening a state doesn't mean everybody goes everywhere near a lot of other people on day one. Some people are hesitant, a lot of people are still cautious, etc.

Whereas, a congregation at a church, beach, or polling place, has a lot of people going to one place on the same day. In these cases too, the people are likely doing it in spite of the order to not congregate, and therefore are also probably ignoring the other cautions (spacing and masks).
