Depends on the scenario.
I think it's far more about calming the herd and making people "feel" safe than it is about actual safety...and your response kind of gets directly to that. But nowhere did I say people should just shun them altogether. Businesses have a right to require them, and I completely understand that from their point of view, same goes with methods of public transportation. I do think it's quite silly to require them for a jog in the park or a stroll on the beach.
