Who is "they"?

The legal system? The US justice dept or the justice dept of various states? I have a feeling that Epstein had powerful clients in both political parties and people in power have no desire for a complete list to come out. So whether your state, or country, is governed by a Republican or a Democrat, I don't see there being a lot of push from the executive (governors or president) for the criminal investigators who all serve under the executive, to pursue the clients.
