I don't think it's the current increase in cases. Our district came up with

their plan a month ago while cases were very low. Even then, many on the school board were worried about going back, what will happen when VT and Radford come back, and having kids together. They were presented with the option that the Governor said you can resume daily in-person classes, but they balked at that and said they would like to consult with the local health department and the school's attorney.
