It was and if I remember correctly, they didn't keep up the software


subscription, that is, you buy the software and they pay a yearly fee to receive updates, security patches etc. etc. etc. they didn't do the latter. (and sometimes that includes upgrading servers too) Then of course you have to test it once you get it together.A real F-up squarely on the shoulders of a county that was one of the top economies in the world.

She (the IT director) didn't really seem like an IT person and probably had been in the job ten years too long.
