I don’t think people are saying it’s fraud.

It seems to be actual guidance in many cases. I’m sure like everything else it’s somewhere in the middle. There have certainly been cases that probably shouldn’t have been attributed to COVID but were because guidance told them to. There have certainly been deaths that haven’t been attributed to the actual count as well. Where does it all fall? Nobody actually knows with 100% certainty, but hey, pick an article that defends your position and run with it.
