About a month ago excess deaths in NY were about 25% more than


their published COVID deaths. At that point the numbers were something like 8,000 expected deaths, 25,000 COVID deaths but 32,000 excess deaths. New York was counting probable cases. I found some national data that showed about the same percentage under count. If Texas is only counting confirmed cases (gee, I can't imagine why they would do that) then I expect they miss far more than 25%.

But if we don't test then we can say how a few cases we have
