I think it is #3 because other sports here can play school and rec


However, to me it is a power/control issue. The Nanny State has decided that I am letting my kid play too much football. What the rules don't address is that one team doesn't tackle in practice, the second only hits one day a week and the third team is 2 hand touch (also not allowed it appears).

The rule is old IMO and set in the days where you hit hard every practice. I just don't see teams doing that now and we rarely hit except in games. Out dated rule ... laced with nanny state parenting.
