If its on blocks or runners, its not considered a permanent building and
you may not need a building permit. If its on a slab,(it could be considered a permanent structure) most probably need building permit, inspections for electrical and/or plumbing, (if any) and you have to be careful not to violate lot setbacks etc....If you're near any bodies of water, which I'm assuming by your name, you may violate critical area setbacks etc...Just go by planning office and ask questions first.
