Yep throw out a high number so the number you want to get feels reasonable.
Oldest negotiating trick in the book. Make them feel like what you want is a reasonable concession.
PS If you ever read about Watergate, G. Gordon Liddy used it to get them to Fund Watergate. He threw out a huge number, then cut it in half and then cut in half again until they funded the break in. Only one guy was against it, and that was the guy who wasn’t there on the first two numbers.
