UVA's hesitancy was actually Curly Byrd.
The UVA administration couldn't stand him, and they didn't trust him. The internal discussions about joining the ACC were very heated over having to deal with Maryland. It was actually UNC that talked them into overlooking him and joining the ACC.
The origination of the ACC was an idea of Curly Byrd, and he knew no one liked him. So he solicited the help of UNC because everyone liked UNC. UNC had all the friends. So Maryland and UNC formed the nucleus of the ACC, and UNC invited all its friends. It's as simple as that.
