This seems like a good point to remind people of the playoff comparison
And I agree that more games means more money. So that is likely what everyone will push for.
Perhaps the simple solution is to expand the playoffs to 16 teams (with certain conference limits), and put in some controls over the regular season.
I see the best balance of player safety and the playoffs as something like this.
10 regular season games (impacts all 130 schools)
1 conference champ game (impacts 20 schools)
1 first round playoff game (impacts 16 schools)
1 second round playoff game (impacts 8 schools)
1 third round playoff game (impacts 4 schools)
1 championship game (impacts 2 schools)
1 non-playoff bowl game (impacts 70 schools; ~35 non-playoff bowls)
Or another way of looking at it:
130 teams get at least 10 games
20 teams get at least 11 games (due to conf championships; ND gets 11 regular season)
70 teams get at least 11 games (due to bowl games)
NOTE: a CFP team might not have played in the conf champ game
10-16 teams get at least 12 games (conf champ and 1 round CFP)
2-8 teams get 13 games
up to 4 teams get 14 games
up to 2 teams get 15 games
