As I read the proposal


There would be a pool of 12 teams with the top four being the highest ranked conference champions. Let asssume that was, Clemson, Oregon, Bama and Oklahoma. Seeds 5 through 12 would form two 4 team pools with 5 hosting 12, 6 hosting 11, 7 hosting 10 and 8 hosting 9. These hosts would be at the home fields of 5 through 8.

Then the winner of 5 vs. 12 would play seed #4 in a bowl
Then the winner of 6 vs. 11 would play seed #3 in a bowl
Then the winner of 7 vs. 10 would play seed #2 in a bowl
Then the winner of 8 vs. 9 would play seed #1 in a bowl

From there it proceed as it currently does.

This means that seed 1 through 4 would have no extra home game for ticket sales, fans and local merchants. I do not think they would give that up.

The new CFP has to be 8 or16, 12 does not work for the money side.
