What really stood out to me was the line about the playoff models
"The expansion subcommittee spent the majority of its time modeling five potential brackets: a seven-, eight-, nine-, 10- and 12-team playoff, each with a half-dozen or more variations. Overall, it examined more than 100 playoff models."
The 8 team model is the only one that doesn't have a first round bye for anyone. This means they were actively trying to build in the advantage of a bye for the top teams under the expansion concept. So they wanted to make everyone feel good, while actually helping the top programs.
Nobody ever talks about 16 in public so that is unlikely for now. My guess is they still go with 12 but modified. Guaranteed slots for P5 champs, 2 spots for top ranked G5 guaranteed, and 5 spots to be spread across ND and highest ranked teams (with a limit of 2 or 3 teams per conf). And they will keep the first round byes because they can.
