Given that the non-revenue sports have never paid the bills before

I am not sure it really matters if the schools are balanced or not. Majority of the SEC schools could be technically "balanced" and people will still view them as being football first or basketball first. So for this discussion, it seems to be centered around whether a conference or school is football first or basketball first. If you look at the other power conferences, then argument could be made that the ACC may be the only one that is basketball first. Now that isn't to say a conference (i.e. Big Ten) can't be good/great in both sports. However, the other conferences have made the level of commitment that supports the idea that football is #1 and basketball is #2. Whereas, the ACC really has not shown that level of commitment for various reasons.
