That pretty much sums it up. Michael Masi sent around the lapped cars between Lewis and Max, but not the lapped cars between Max and Carlos. Then he restarted the race seconds later while on the same lap. That leaves us with a couple of questions. First, did Masi violate the sporting regulations by making that decision? Second, can the race result be changed if such a violation changed the likely outcome of the race?
