Do you remember what they decided to do on lap one?
In lap one, Max dove into a corner, passed Lewis, and stayed on the track per regulations. Lewis had to go off, but instead of coming back onto the track and giving the place up to Max, they said he slowed down enough so they were making a "pure racing" call, but Lewis stayed about 50 yards from Max after he went off.
Remember, this was a "pure racing" call, and the rule book goes out of the window to make it more interesting. They wanted Max and Lewis to have a shootout on the last lap because it made for "better racing." (Once again, no matter what the rule book said.)
Frankly if Lewis had taken tires at either yellow flag (one virtual, one safety car), he probably would have held Max off to win the race and the championship. That's on Toto.
