In the event that country already has 2 spots. For example...


The 39th entrant right now is German. He is the 2nd German golfer that has qualified (#27 is also German), and since there can only be two golfers from Germany that earn spots, the 3rd and 4th ranked German golfers are the "reserves" for this spot. In this case, those 3rd and 4th Germans are all higher ranked than the guy that is the 1st overall General reserve (who is from Bangladesh), and the only reason they aren't in a spot is because of the 2 per nation rule.

If the German golfer that is currently in that 39th spot backs out, he would be replaced by that next German golfer, because the German golfer is higher ranked than the guy from Bangladesh. Now, move down to the 60th spot - the golfer from Bangladesh is now 1st reserve instead of 3rd, because those German golfers that were higher on the reserve list for the 39th spot can't take this particular spot, as that would put 3 German golfers in the Olympics (not allowed). So if the 60th spot guy backs out, it would go to the golfer from Bangladesh.

It's all about the 2 golfer per nation limit.
