In some combination with Texas, Tulane could work.

But Tulane alone doesn't offer very much. Tulane has a lot of work to do if it wants to grow a lot of local support. The people of New Orleans and Louisiana in general look at Tulane as a school of rich kids from out of town. They are a lot like Duke in that regard. Duke isn't viewed in North Carolina as representing the local community.

Tulane athletics would need a lot of work to be recognized by LSU as a rival. If they came in a group with Texas, the group would need to have another natural rival in it so we wouldn't be waiting on a LSU rivalry to develop. Perhaps TCU could be that or Houston. There is a traditional rivalry with LSU called the battle of the rag that has diminished over time, but restoring that to prominence will take a lot of work.

Would parading a lot of ACC football and basketball teams through New Orleans help with this? I don't think so other than maybe Georgia Tech. Louisiana doesn't get much visibility to the ACC as it is. Parading Texas through there might. That's why Texas would need to be in the mix with Tulane.
