So you are essentially confirming what I have felt all along. The VTAD

(VTAD - athletic department) have way more titles and an inflated payroll to manage the money for budgets and spending that have already been agreed upon by Whit and those that he reports too.
While there has been some attempts to consolidate the overheads within the overall bureaucracy, VT is no where near as efficient in keeping costs down.
