No question ND needed ACC, but I think ACC kinda needed ND also.
However, I'm quite sure Swofford left "money" on the table in his deal with ND at the time. ND, at that time, absolutely needed the home ACC provided for all of ND's non football sports.
They really had no where else to go. I'm not sure the Big Ten would have taken ND, even with football at that point. Big 12 wasn't an option for ND. And AAC/Big East wasn't a suitable place for ND's other sports.
I think Swofford could have and should have held out for all sports from ND.
A Notre Dame guy that posts over on the Conference Alignment Board has said the same thing. He believes ND paid a pretty cheap price for admittance. In other words, Swofford could have gotten a lot more concessions from ND than he did.
Now however, there is only one thing that would push ND to full membership. Only if the rules were changed on who can get in the playoffs. For example, only conference champions are eligible. That would force all independents into conferences.
