Here is where his logic falls apart.

If every team is scheduling cupcakes before big games, so are their opponents. So in essense, BOTH teams in a given game are "rested".

I really don't care who ND schedules before USC. But they have their own TV contract that has some demands on it. And I'd imagine NBC would prefer Navy as an opponent rather than Mercer.

And then there's the playoff committee that has to compare them to conference champions that have played 13 games. So they better darn well have a tough 12-game independent schedule.
