There needs to be a third party device with app
that can be interlocked with the ignition. Before car will start you insert your phone - voice activation still works - phone locked in place at location in car where texting is not possible, only removable when car is turned off.
Ways around it - own two phones, share, etc. - but could work for new teen drivers without means to have two phones - or requires two people to be complicit and actively break the rule - endangering both and others - or reason to have the second person text for the driver.
Haven't thought it thru, just brainstorming.
