Now the question makes sense...no, I don't think the forefathers
put anything in the Constitution to head this off, nor do I think they could have reasonably foreseen the need for it.
Remember, they envisioned an extremely limited federal government, with most of the power reserved for the states. The ONLY things the federal government have any business being involved in are those items expressly outlined in the Constitution.
Heck, the idea of the federal government shutting down for a bit every now and then would probably have sounded like a good idea to them.
But over a couple of centuries, things like the Interstate Commerce Clause have been generously reinterpreted to make the gov't the bloated mess it is today.
