Judicial review established the "changing the meaning of its text
to suit the whims of the times." Although you could say the 18th Amendment and the 21st Amendment were a "whim." My point though is if people today didn't like what the forefathers established, then there is a way for them to change it. When the Constitution was crafted women and minorities didn't have the right to vote. Yet eventually both were given that right even though both movements were initially viewed as a "whim."
